ORISSA
The Poorest State in India
In the matter of rural poverty, the situation in Orissa is the worst, among the states in India. The percentage of poor people in Orissa is 60.8 where as it is 41.8 in India as a whole. The urban poverty in Orissa is the second worst, among the Indian states, with 37.6%.
The literacy level in the state is the lowest at 31.6%, among the states in India.

Profile of Orissa
The land area of the state is 1,55,707 sq. kms which is 4.74% of India. The population is 3,67,06,920 which is 3.575% of India. Density of population, in Orissa is 236 per sq. km, where as it is 324 per sq. km in India.

The tribal people in Orissa
22.25% of the people in Orissa are tribals. In India, as a whole, the percentage of tribal people is only 8.08. The tribal people continue to be the most deprived section in the society. The rates of illiteracy, unemployment, poverty and ill health are the highest among them. Millions of tribals are displaced from their homelands and natural environments, for constructing dams, mining, erecting factories etc. Many tribals are, sadly, evicted from their lands twice and thrice during
their life-time. A cruel treatment to the original inhabitants of the land by the nation! The tribal people in those districts in Orissa, face new threats of eviction for mining by big corporate houses.

Vichara’s Involvement

1 Study on Poverty
Vichara conducted a field study on poverty in the rural areas of Orissa. That research and related involvements inspired us to begin community and development work in some of those villages in Orissa.

2 Adoption of Villages
Later, a team from Vichara, took up extensive travels in those villages and identified a few villages, stricken with backwardness. We adopted a few of those villages for active involvement.

3 Hostel for Orphaned Tribal Children
As the first step, we opened one hostel in a remote hill-top village, called Kattikona, for poor and orphaned tribal children. Kattikona a very inaccessible village in Kolonara Block in Rayagada District. The hostel is run under the over-all guidance of Adv. P. A. Cyrus, who has been rendering, for the last 35 years, exceptionally devoted and sacrificial work for the empowerment of the tribal people in many districts in Orissa and Chhattisgarh. His inspiration also contributed for starting the work among the tribal people there.

4 Only One Primary School
The hostel is housed in a traditional structure in Kattikona. It accommodates, now, 21 children drawn from 10 neighbouring villages. There is only one primary school in a radius of 20 kms. In the absence of this hostel, children from those villages cannot attend at all any school.

5 Investment on Children
Investment on children is the best form of investment to empower any disempowered and deprived section. And for the development of backward regions. This conviction has urged Vichara to launch this scheme.

6 One more Hostel
Recently we have started one more Hostel, for girls in Penikone – Dangalodi Block Rayagada District. We have admitted 20 students.

Future Programmes
We are hoping to open more hostels and move into developmental and community work, and into other areas of involvement there.

The expense for the maintenance of the children in the hostel including food, clothing, and education materials, in addition to the salary of the warden-cum-value education teacher, per year, would, when calculated per child, come to Rs.12,000/- only.

Youth Leadership Building Programmes on Mission

Vichara is an ecumenical collective, deeply engaged, for the last three decades, in systematic studies, researches, Mission activities, training programmes and publication. Also in many acts emerging out of our concern for the deprived and the excluded. In the context of the 100th Anniversary of the First World Missionary Conference held at Edinburgh in 1910, we initiated a series of programmes on ‘Mission’.

The two main objectives of these programmes are
1. A profound Biblical and theological re-understanding of Mission, to re-capture it relevantly and meaningfully, in the present socio-economic context and to search for, and embrace, the Spirituality of Mission.
2. Reaching out to our young people in a big way. It is a great need of the times. The programmes aim at enabling them to have a precise understanding of the context of Mission. And at inspiring them to commit themselves to be engaged in Mission relevant in the present world.

As of March 2015, we have conducted 27 programmes in this series in different parts of India. And by God’s amazing grace, this series has become highly hope-generating and has touched and inspired many young people.

With the cooperation and support of a set of scholarly, experienced, concerned and committed friends we have been able to form a Core Group. With the advice and assistance of this Group, the Youth Leadership Building Programmes on Mission are conceived and organized at a higher level.
A special achievement of this series of programmes is the study that we have been able to begin among the migrants. A brief report on the study is also included in this report.

In the following pages, we have given a detailed introduction to this series and the detailed reports on each of these programmes and copies of the papers presented in these programmes. We hope, and sincerely pray, that our Parent God would enable many young people to have a new inspiration, to develop a new perspective on Mission, a new understanding of the present context of Mission. And to arrive at a new Mission commitment.
